County Department Information

Many County agency phone lines were damaged by fire and remain temporarily unavailable. Residents may continue to use the online and email resources listed below or call one of the County’s alternate phone numbers for assistance:

The following FAQs provide current contact information and service updates for County departments and agencies.

Office of the Mayor

  • The Planning Department is reviewing active zoning and building permits that were submitted prior to September 10 that had not previously been acted upon. Currently, the online submittal for new zoning permits through eplan review is not available due to the fire in the Kapule Building. Once the online system has been restored, a public announcement will be made.

  • If your property is located outside of the coastal zone area (otherwise referred to as the Special Management Area (SMA)), a previously permitted home or structure can be repaired or rebuilt without a zoning permit insofar as that structure is not enlarged or has increased in size. If the property is located inside of the coastal SMA, an SMA assessment application form must be filled out by the applicant and submitted to the Planning Department prior to any repair or reconstruction of that structure. The Planning Department will issue an SMA determination for each assessment application and whether an SMA permit is required or not.

    Structural repairs or reconstruction may require a building permit issued by the Department of Public Works. Aside from the Planning Department, please check with the Public Works Building Division.

  • Yes. Starting, Monday, September 21, Planning Department front counter staff will be located at the building division front counter at 4444 Rice Street, Suite 175.

  • The September 8 Planning Commission was canceled, and it has been reschedule to October 13. Those agenda items that were scheduled for October 13 will also be held at this meeting.

  • Those in the coastal Special Management Area (SMA) can contact us by email, or visiting the front counter (beginning Monday, 9/21) to submit an SMA assessment applicaton.

  • County parks, campgrounds, and neighborhood centers are currently closed.

  • Applications are not being accepted at this time as the facilities are currently closed.

Office of the County Attorney

  • You may direct your question to the Office of the Prosecuting Attorney.

  • Please email COKCountyAttorney@kauai.gov and an attorney will be in touch. 

  • You may serve legal documents at the Office of the Prosecuting Attorney located at 3990 Kaana Street, Suite 210.  An attorney from the Office of the County Attorney will sign for service.

Office of Boards and Commissions

  • All meetings are suspended for now unless a specific press release or notice goes out, except for:

  • If residents want to submit an application for a board or commission or file a complaint, they can go to the appropriate home page and print the form, fill it out, and email it to us or send it to us via regular mail.  If they have any questions, they can email us and we will assist them.

Kaua‘i Fire Department

  • For an existing project, email your building permit number and a brief summary. We will respond when our system is restored.

  • Payments for building permits can’t be paid until Naviline and E-plans are accessible.

Elderly Affairs

  • Yes. The Kaua‘i Bus program and all assisted transportation services are running on their regular schedules.

  • Home Delivered Meals (HDM) continue as usual. Congregate meals are ongoing at Kaniko'o, and Hale Līhuʻe. Other congregate sites may have adjustments due to Hurricane Lowell.

  • Our main phone service is currently and temporarily down. Please use the alternate phone numbers listed for all inquiries during this period.

  • The Healthy Aging Program has made temporary adjustments at this time.

  • Yes. Regular services, including information and referral, are available by email or online through the alternate contacts.

  • No. Walk‑ins and use of facilities must wait until counters reopen.
